#5 Removal of bullets/numbering modifies line spacing

In the activity creation/response text box...

Select several paragraphs (separated by <p> tags), and
format them with either bullets or numbering.

Remove bullet/numbering format, and the paragraphs are
now separated by <br> tags - i.e. initial formating has
been lost.

Would expect removal of bullets/numbering to result in
the use of <p> tags.
