#263 Add langage selection to the setting menu

Currently, to launch Jin 2.14.1 with my native langage, I need to give it in the command line as a parameter.
But for the MacOS version (the one I play with), the command line is not really easy to change.

Those setting should be integreted into the setting menu.
- One list of langages for manual selection,
- A checkbox (checked by default) to detect automatically OS locale langage.

The website of Jin should also provide a small software to translate
localisation strings more easily and to the correct UTF-8 format.
