How about we never download the file if we already have it, but rebuild it every night (including extracting the sources and applying our patches).

We should do this; historically we've had problems with the download failing and blocking the whole night's regression test.  Actually sucking down classpath from what's only a semi-reliable server 6 times each night is asking for spurious failures.
