Recently, we started using Jhove 1.11 with Fits. We have been using Jhove 1.5 since last month. In new Jhove output, I see StripOffsets missing. Has it been dropped intentionaly or it is somehting missing from new Jhove.

There were some major changes in JHOVE's XML output after 1.5, with most
TIFF information now being under NisoImageMetadata. I just ran a test
with JHOVE 1.12 beta, and StripOffsets in fact isn't there.
JHOVE is now being maintained by the Open Preservation Foundation, and
this mailing list is effectively dead. I'm no longer working on JHOVE.
The best thing would be to go to the GitHub site for JHOVE
(https://github.com/openpreserve/jhove) and enter this as an issue.
They're actively working on 1.12 right now, so it might be possible to
get a response quickly.
