#13 imosible to close toolbars

When U put a toolbar (GIS/Import/Export Tools;
GIS/REgion Tools/Interactive Region Tool; etc ) and
then you try to close it, for instance, draging into
the active window, its imposible to take the toolbar
off the main toolbar.
