#260 Add support for drawing horizontal outliers

In the current JFreeChart release (1.0.13 / SVN as of 20090928) the horizontal box and whisker plots just ignore the outliers -- only the vertical plot shows them. This patch fixes this.

It also fixes a couple of minor issues with placement and size in the vertical case and some code has been changed a bit to make it easier to read, particularly with the two variants for horizontal/vertical drawing around.

One major issue with the outliers is still open: the notion of "far outliers" makes sense only if the plot uses automatic ranges, if an outlier is within a fixed range then it should be drawn as such, but it is denoted by the triangle marking the far outliers.

Note that this patch includes #2868608 (and transitively #2868585). Again: I can separate if necessary.

    I believe the new patch fixes the issue with the far outliers. At the moment I am testing only against my plots (which include both horizontal and vertical plots, but all with fixed ranges). If there are any test cases I should run feel free to contact me using my SF account.
