We need a numeric organisation-identifier when printing 1D-barcodes in the modules JFireVoucher and CrossTicket. Currently these modules manage separate numeric organisation-IDs, which is confusing for users and thus error-prone. Hence, they should use a common net-wide numeric ID.

Since, this feature is only needed by 2 modules (and will maybe vanish one day completely, when we use solely 2D-barcodes and drop support for 1D-codes), I'll put this logic into a new module.

    Since, the root-organisation can only manage the assignment of numeric organisation-ids, if it exists, I need the stand-alone mode for test-systems => adding dependency on #148

    The project JFireNumericOrganisationID provides facilities to obtain/create numeric organisation identifiers via the root organisation.
