"Idle Allowed" change doesn't affect players in the channel

Steps to recreate the bug:
- log on the server as an operator
- create a new channel with /join newchannel
- set the "Idle Allowed" parameter to true on that
channel from the administration console
All players in the channel at this time will be
disconnected if they remain idle since the timeout is
only changed when the player joins the channel. The
timeout must be changed with the idle parameter.
