No

Tasklist has a checkbox in plugin options for "index all files in project".
It should have the option in the project viewer project options.
I have a few projects that I don't want tasklist to bother with.
Currently, there is no way to say "don't search this project!".

Another idea is to have the project tab always displayed but not auto-scanning the current projects' files until you click the refresh button.

    Better idea:
For the checkbox option "show tasks for all open projects" should be renamed.
Instead it should be called "Automatically scan projects for tasks" which is basically what it has been doing.
If un-checked, the project tab still shows up in task list, but the actual scanning for tasks won't be
done unless the user clicks refresh or this new option above is enabled.

Then we don't need a project option pane at all.

I think I like your original idea of a project viewer project option best. Default would be checked. Would that be acceptable?

    Sure that's ok too.
    If Un-checked then
    1. does it only search for tasks if you manually click the refresh button in the project tab
    2. will the tab be hidden entirely?
