#460 Project Viewer: Display error if config file is not writable

When the config files are not writable, Project Viewer should display a error popup.

I've added a new project, but it would not appear in the list. Adding it again it said that it already exists.

When closing jEdit, it gives an error to the console, but that may not be seen of course.

This is with Project Viewer 2.1.0.1 and jEdit 4.3pre3 (cvs).

    Everything that PV prints out is printed using jEdit's
    logging facility, so not only it shows up in the terminal
    (since it's logged as an "ERROR"), but is also shows up in
    the activity log.

    I'll look into being more upfront about things being wrong
    for more serious errors.

    This has been fixed for a while and is already in the latest
    release.
