If you are running eclipse platform under Windows, then plugin will open default browser in your system (p.e. internet explorer)
If you are running eclipse under any other system, then plugin will open the browser of "Browser Manager" of Eclipse platform (from package org.eclipse.help.internal.browser).
Any way, all browsers will take adventage of their http proxy settings.
