#24 jDip save games need file associations with jDip program

jDip needs associations on both OS X and Windows.

This was previously tracked as bug # 1052203

Implementation note:
this requires a commandline argument in windows.
for OS X, a special event handler must be registered.

this is in addition to setting appropriate system-level
registry keys / etc.
