#112 A pru -> sil, A pru -> war not allowed

At some point during the game, jDip does not allow A pru->sil and A pru -> war, although these provinces are neighbors, the game acts like they aren't. Check the attached file for the complete situation.

In the meantime I do not know how to fix this, it be a real shame to kill a long game because of this :(

Don´t kill the game, just use another version of jdip, or this happens with all of them?
