#13 Support NCBI BLAST 2.3

Update VIGOR to work with current versions of BLAST.

Documentation says VIGOR requires an old version of BLAST (v.2.2.26) and will not work with current versions merely due to differently named parameters. If that is true, it should be easy to fix.

Having to use the old versions can be painful for end users. For example, the brew package manager for Mac OS X does not support the old version.
