You need to specify at least one DataAxisProperties Object which extends LabelAxisProperties. 
Whether that is the x or y axis depends if the plot is horizontal.

Perhaps there should be multiple constructors to clarify the API?

AxisProperties( LabelAxisProperties xAxis, DataAxisProperties yAxis )
AxisProperties( DataAxisProperties xAxis, LabelAxisProperties yAxis )
AxisProperties( DataAxisProperties xAxis, DataAxisProperties yAxis )
