[jCharts-users] 0.7.1 is out

Fixes:

* Horizontal Plots not starting the ticks at the y-axis, were offset. This was because some code
for the next release accidently was inserted into the code base.  
* Code accidentally added which caused the above bug, has: Area, Line, and, Point, charts plot
start along the y-axis rather than offset, so those plots fill the entire plot area.
