#41 Bar/StackedBar with offset > 0

Hi!

What I'd like to have is a bar/stacked bar chart
starting not at zero, but at a positive value/offset.
I've tried to emulate this by making a stacked bar with
a transparent painted first value,
but the outline is still painted.
I need the outlines, so i can't turn them off.
Since stacked bar chart doesn't react to the
postRendererlistener it is not possible to do some
painting afterwards (like overwriting the outline with
the background, which would be nasty anyway).

but maybe i've just overseen the feature...
