[Jcframework-info] AToMS Framework - Initial documentation

I've just added web based MSDN style documentation to the web site.  It's 
generated by NDoc and is still far from complete, but it's a start.

I'll keep adding to it over the next few weeks until it's complete.

After that, I'll release the next version (hopefully).
