#3 Baloon tips

It would be nice to have jcctray signal a build start/finish with a baloon tip showing above the systray (of course there should be a possibility to switch this off). I'd love to see something like this:

Building project FooBar...

when it starts, and

FooBar project build successful / failed.

when finished. The exact sentence is not really relevant - what is is to be able to switch these on and off separately, so that you can be informed of build starts but not finishes, or only of finishes but not starts, or of both (or none). This would really extend the functionality of jcctray.

This feature seems to be implemented now, but there seems to be one problem with it. The balloon tips occur every time the project is checked by the trigger, even if there were no changes and a build was not attempted. The tip should only pop up when there was an actual build attempt.
