#540 Avoid Ignoring transaction-timeout 'null' message

I'm submitting this patch to the CVS Head that avoids
the debug message "Ignoring transaction-timeout 'null'"
when a method element is specified without the
transaction-timeout child (it's optional in the DTD).
The attached diff -u was issued against the version
1.72 of org.jboss.metadata.BeanMetaData.
