I would have to see an example deployment that illustrates the 993 issue and why these exceptions cannot be collected in the EjbModule or elsewhere for latter reporting. The 993 issue could also be handle by logging and a summary see the log exception. Breaking the service lifecycle for this 993 issue is not worth it.
