   Yeah, I wouldn't change a thing in the idea how projects' xml descriptors are parsed now. So, we would still use ResourceWatchers and Cache to update and keep the data gained from XMLs. The only improvement is that all this data would be served through SSB or MBeans. Information about projects will be available straight from drawed from cache objects and/or from Services(localy, remotely).
