I must admit I felt the same when I was assigned to those tasks. Those project.xml-s might become bloaty with all this data. One of the the reasons to do this globalisation is having everything in one place so that users wouldn't have to walk around many wikis, many xml-s to define their project. However, I think our target is to have everything managable by web GUIs so I'm not sure ...
