I don't know how to set JBoss 3 and Tomcat 4 Run
together in JBuilder 7. It can be run only one of
them.

You will have to setup JBoss with Tools/Server. Then go into
your project Properties/Server and select 'Modular services
provided by different servers'. Now you can select the different
services and assign JBoss to EJB and deployment and
Tomcat to JSP/Servlet.
