Is this compatible with scratch? If it is compatible with Scratch, could I use those class(es) in my Java implementation of my mod?

JBlocks will support scratch soon, its not finished yet and i'm working on it right now, if you look at the source go to org.jblocks.scratch to see the current status.
When we are finished with scratch support you are welcome to use it! but please give some credit.
