#18 Global Tasks - Exception event related

How would global tasks fit into the JBJF structure? Some way of defining global tasks with their respective resources like sql-definition, connection, plugin-cipher, etc... and then be able to run them from any other task.

The idea came to me while trying to setup exception handling for a batch process...While we can define a simple AbstractStatusTask that would be "status-code" aware, we would need some kind of "Global" task that came pre-defined with it's resources already in place that could be called in to react to the exception event.
