I could be wrong but I'm not sure this is a bug - but it is confusing. The value in brackets is the *current* winning bid plus shipping. This gives you a quick reference as to whether you are likely to win the item with your snipe (the value before the brackets). By showing the information there, you don't need to always display the "total" column in your table view.
So in your example, I would expect that, at the time, the current winning bid on the item was 15.00.

I see what you're saying, yes.
In that case, the wording needs changing to make that clear, as the help data says that the total with P&P is there to keep it clear as to the true cost. Perhaps having the max bid/spine + P&P quoted as well as the current bid price + P&P?
