[Jazzplusplus-user] where do I get a windows binary?

I looked on all the sites and the only windows binaries I can find are for 
4.0.0 which is the old version with the pay licence.
Where can I get a windows binary of the GPL version of JAZZ?
Or if none exist, what do I need to do to get the code to compile on windows?
