It wouldn't be written if the jazz.cfg file was found when Jazz++ was 
initially started.  I have one on the Mandriva box I made last night.  I 
started the code from $HOME/Jazz++/TestInstall/bin, it didn't find 
jazz.cfg, and the file was written when I selected it using the open 
dialog box.

Go figure.
