#1 need to synchronize with state of DeploymentDirectoryMonitor

When we start a server which makes use of
jaxlib.management.deploy.DeploymentDirectoryMonitor
we need a way to get modified when the monitor has
deployed all initially provided modules.

Otherwise our server may go online before all
required remotely accessed classes are available.

Workaround: Force a file alteration scan and wait
some time. Have to guess how long to wait.
