This is where blacklisting the URLs being linked to comes in - once a
spammer is blacklisted by the required number of sites, that URL is
written off, and another one is needed.

Eventually it gets to the point where they're spending more on domain
registrations than they're making from whatever product their spamming
in order to sell.
