[Javtools-devteam] IOUTIL files uploaded to CVS

Hi,

I have uploaded the IOUTIL files to common package, and removed files from
"fileio" package.

The new package is "ioutil" under common.

Also i haave put README under resources/ioutil in CVS.

Please review, and if all fine, we can release a version of ioutil package.
