#2 License file + copyright/license info in source

Currently, the only indication of the license for
JavaTools is in the sourceforge metadata. This
information is lost in redistributions of the JavaTools
product. My request is to add a license file to the
product and add copyright/license info to header
comments in the source code files. This would ensure
that anyone who receives a redistributed copy knows the
license and the author receives the proper credit.
