#33 Tooltips appears behind the Basic Shapes menu icons

OS: Windows 7 / 32-bit
Bug: Tooltips appears behind the Basic Shapes menu icons when hovering the different shapes.

Scenario:
1. Open JavaPoint
2. Click on Basic Shapes at the bottom left
3. Hold the mouse over the icons

Result: Notice how the tooltips comes out wrong. It is appearing inside the popup menu instead of next to it, making it very hard to see.

Expected Result: Hover boxes should appear next to the dialogue button and on top of the others like it does when you hover the mouse out of the dialogue and hover it in again to another object.
