When I set the configuration for Mail Delivery
to "AUTHENTICATED" and successfully log in, it still
won't send my emails to any addresses. Only if I set it
to "ALL" does it work. The problem is when I use ALL,
anyone can use my SMTP server as a mail forwarder.

The authenticated feature works by IP address. Once you log
into the POP server with your username/password, the IP
address you connect from is logged. You may then log in to
the SMTP server from the same IP address and relay mail.
There is a timeout feature (I think it is a configuration
option), so if you don't send your mail with x minutes of
your POP authentication, it will be denied.

If this still does not work, I will need more information to
    help.

Thanks for the reply. I did some more testing and finally got it
to work. How do I set the login time to a longer rate?

    You can add/change the
property: "Deliverty.smtprelaytimeout" in the mail.conf file.
This value specified the time (in minutes) that a logged in
POP user can relay mail through the SMTP server.
