I got this same error. Looks like it's a packaging issue.

I was able to work around the problem by creating a /bin directory in the unpackage location, then move the javadoc2help.properties file to that dir.

What clued me in is that the user guide identifies this file as being in the /bin directory.

  Thats correct it was a package issue with the .zip file. This has been fixed and the old file in the downloads directory has been overwritten.
