No, the log4j.properties file is not necessary if you don't want to see messages generated by log4j API.
If you don't have the file in your classpath log4j will only show a warning message.
If the application does not start isn't because log4j.properties file is missing.
However the log4j.properties file is shipped inside moredatatemplates.jar since version 0.47 of the module.
