#21 always appear offline to contacts in RL but not AL/FL/BL

the "BLP AL" command appears not to work

after login, i perform the following:
messenger.getOwner().setStatus(MsnUserStatus.ONLINE);
messenger.getOwner().setNotifyMeWhenSomeoneAddedMe(true);
messenger.getOwner().setOnlyNotifyAllowList(true);

the jml log shows the BLP commend being sent and ACKed:
