I cut a 4.0.12-rc1 tarball and uploaded it.

The configure probes for the new prerequisites are going to need some
polish for people on other distros. Gentoo works. We had someone
contribute the Debian bits (which I would appreciate if someone could
double check). Arch, Fedora and others will need some love.
