Wow. That's weird.

I was of the understanding that /usr/lib/pkgconfig was the default path
that pkg-config had hardwired in at installation time and that it should
look there automatically.

How strange.

Anyone know what sort of circumstances would have led to this situation
for Federico?

[ie, I don't have to set PKG_CONFIG_PATH for pkg-config to work, it just
does]
