I found db2html in the docbook package located here:

    <ftp://sourceware.cygnus.com/pub/docbook-tools/docware/RPMS/noarch/>

Debian users will probably need to "apt-get install sgmltools-2" and use
"sgmltools -b html" to convert the docbook to HTML.
