#1 player damage delay in 14** v

I play on unofficial server motronline.com (2-3k online)
which based on jAthena emulation. In latest versions of
jA since 14** player damage delay rate was redused in
10 times (in jro_conf). It made terrible disbalance on
WoE beetween attaks and defenders.
