fixed the direction of turn bug and boundary check bug.

now one can also right click to ADD 10 degree to cleared heading. and left click to SUBTRACT 10 degrees from heading. fun!

initial check-in of code completed in subversion. currently working on improving core atc engine. no GUI inputs other that left clicking on target to add 10degrees to target heading.
