#24 EncryptablePreferencesPlaceholderConfigurer doesn't decrypt values

This class appears to be very similar to EncryptablePropertiesPlaceholderConfigurer which does work great. But because they function differently, EncryptablePreferencesPlaceholderConfigurer doesn't actually attempt to decrypt values that have "ENC(...)" wrapping them.

The overridden method "convertPropertyMethod" never gets called.
