[Japag-devl] Release Japag 1.4.0 Alpha 1

I am pleased to announce that I have released Japag 1.4.0 (alpha 1) onto
Sourceforge. It is listed in the Files section, but I won't make it the
default download until we're happy to declare it as a final version.

Please test it. Any issues should be discussed on this mailing list (
jap...@li...) or log tickets on Trac (
https://sourceforge.net/apps/trac/japag/), being sure to specify the correct
version.
