#20 ER: Auto-authenticate with NickServ

When connecting to a network, having Jaic Wain
automatically identify the user to NickServ (if
available) would come in handy. Each identity would
have to have one such NickServ password per network.
(An n:n relation between the table holding the networks
and the table holding the identities.)

The corresponding menu item could be added to the Tools
menu:

Tools
-> NickServ...

The corresponding dialog would allow the user to
register using a new password, to change an existing
password (with Jaic Wain sending the necessary messages
to NickServ automatically and without the user
noticing), and to enable or disable auto-identification.
