SWAT-741: Remove the "pause/re-start" logic from Jaffa SOA

CR-JAFFA-119 / SWAT-743 - Fixed a bug that popped up due to the removal of the in-code foreign key checks on Transaction domain models. The query executed during the foreign key checks has the side effect of flushing the UOW and inserting new records into the database. This allowed a Transaction to be added and then updated in the same UOW. To work around this, we flush the UOW when putting a Transaction into the "H" state. Since Jaffa manages the entire Transaction lifecycle, we know this is the only case where a Transaction should be getting added and updated in the same UOW.
