Improve Velocity usage in EmailerBean

Moved the UserContext and the ISender interface to the Core module. These are needed in multiple modules and core is the logical place for them.

SWAT-433 / CR-JAFFA-74 - Pass the user information into the transaction consumer to avoid an extra database hit. Do this for Transaction and EventTransactions.

SWAT-433 / CR-JAFFA-74 - Pass a UserContext containing the user ID and roles into the UserContextWrapper to avoid a database hit if the information is already available.
