Commit [r8188] Maximize Restore History

CR-JAFFA-68 - When the system starts up, it attempts to delete EventTransactions from the database. This is hitting an error (locked table) and causing the system to hang. When this happens, the startup routine cannot finish and the system never comes up.

The entire recovery process happens on a separate thread now. If the recovery process hangs, the system will still start.
