Commit [r8147] Maximize Restore History

CR-JAFFA-53 - Update the event consumer to handle an error being hit during drools execution. Any event submitted should either be consumed or put into the error state. They should all be accounted for.

When a UOW is rolled back, delete events from the DB and Journal since they are no longer going to be processed.
